Job Description
A company specializing in Contracting and Construction Materials, with international projects, is looking for a Civil Engineer - Operations & Project Engineer – Waterproofing and Finishing Works, with specialization in Waterproofing and Finishing Works to oversee operations and project execution across West Africa, mainly in Ivory Coast Africa, acting as the primary representative in the region. The role is responsible for ensuring the successful delivery of projects from tendering through completion, with full control over timelines, costs, quality, and cash flow. In parallel, the position contributes to business growth by identifying new opportunities and maintaining strong relationships with clients and partners. The role requires close coordination with headquarters across execution, procurement, finance, and management functions.
Responsibilities Project Execution & Quality Control
- Oversee multiple project sites, ensuring efficient execution and timely delivery
- Monitor schedules, budgets, and adherence to quality standards
- Coordinate site activities, labor, and subcontractors
- Ensure compliance with technical specifications and internal standards
Cost Control & Financial Performance
- Track project budgets and ensure cost efficiency throughout all phases
- Identify cost variances and implement corrective measures
- Maintain project profitability through effective resource allocation
- Coordinate with finance teams on invoicing, cost tracking, and reporting
- Manage petty cash and ensure financial transparency
- Deliver structured reports (daily, weekly, monthly) on operational and financial performance
Tendering, Contracts & Business Development
- Prepare cost estimates and contribute to tender submissions
- Negotiate contracts and commercial terms
- Review and manage contractual obligations, milestones, and documentation
- Identify and pursue new business opportunities
- Build and maintain relationships with clients, consultants, and partners
- Support regional business expansion efforts
Client Management & Collections
- Serve as the main point of contact for clients in the region
- Ensure high levels of client satisfaction and effective communication
- Follow up on invoicing and ensure timely payment collection
- Monitor receivables and escalate delays when necessary
- Represent the company professionally with all stakeholders
Procurement & Supply Chain Management
- Source materials and suppliers both locally and internationally
- Benchmark prices and optimize procurement costs
- Monitor orders, deliveries, and supplier performance
- Oversee warehouse operations and inventory management
- Ensure accurate stock tracking aligned with project requirements
- Prevent shortages, losses, and overstock situations
Operations Coordination & Compliance
- Collaborate closely with headquarters across all functions
- Identify operational, financial, and contractual risks
- Proactively escalate issues and recommend mitigation strategies
- Ensure compliance with local laws and regulations
- Support administrative and legal processes when required
- Liaise with auditors and relevant authorities
Qualifications
- Non-Lebanese passport or valid Ivory Coast residency (required for visa eligibility)
- Civil Engineering degree, or what is equivalent
- 7–12 years of experience in construction and project execution
- Specialization in Waterproofing and Finishing Works
- Strong expertise in site management, cost control, and contract administration
- Fluency in French and English
- Strong commercial mindset and client-facing skills
- High level of autonomy, accountability, and problem-solving ability
- Excellent communication and reporting skills
- Willingness to be based and operate in West Africa
